Use OCR (Optical Character Recognition) to scan your document as searchable text and not an image. Adobe Acrobat has built-in OCR software you can use to convert scans. Go to 'Tools' > 'Create and Edit' > 'Scan & OCR'.
Use the 'Make Accessible' option in the Action Wizard tool in Adobe Acrobat to begin to make your scanned document accessible to screen readers. In Adobe Acrobat, go to 'Tools' > 'Customize' > 'Action Wizard' > 'Make Accessible'. Follow steps from Adobe Help.
